The Department of Scholarships and Cultural Relations announced the start of preparing a plan for a scholarship program in the future, and accordingly all public universities were informed to provide the department with their actual need for scientific and professional specializations to obtain a doctorate degree, provided that their number does not exceed 50 majors, taking into account

1- Scarcity of expertise

2- The unavailability of his studies in Iraq

3- The most demanded in the labor market

4- Taking into account the specializations that suffer from a lack of teachers who hold a doctorate degree
