Department tasks

The Department of Missions and Cultural Relations consists of two divisions:

Cultural Relations Division and its tasks:
Coordination with Arab and foreign universities and institutions by issuing university orders to dispatch teachers and all employees after obtaining fundamental approvals. Delegations include:
Attending or participating in conferences, symposia, seminars and discussions after accepting his research or working paper.
Receive an invitation to participate in a festival or forum.
Receiving an invitation to give lectures, conduct joint research, or for the purpose of visiting and perusing, from Arab and foreign universities.
Receiving an invitation to sign an agreement or to negotiate an agreement.
Issuing university orders for academic sabbaticals, loan and hosting.
Issuing university orders to join research fellowships and research missions.
Preparing the annual report and the statistical tables requested by the Ministry regarding scholarships, secondments, fellowships and research missions.
Exchange of publications, magazines, pamphlets and periodicals with the Arab and Foreign League.
In addition to books and ministerial circulars.
The Foreign Students Affairs Division, its duties:

The main task of the Scholarships Division is to follow up on the transactions of students on scholarships abroad, since the start of the scholarship application, completing all the requirements of the transaction, until the student travels outside Iraq, following up on their academic position, and then obtaining the contracted certificate and evaluating it with the Department of Missions and Cultural Relations according to the foundations of certificate evaluation.

The application for scholarships is based on the announcement of the Ministry of Higher Education and Scientific Research about it and in accordance with the conditions and attachments required for this and according to the scientific disciplines determined by the Ministry. Legal Affairs for the purpose of conducting the sponsorship transaction. The candidate for the scholarship must obtain acceptance from a reputable university, and for that he is provided with a letter of financial support.

The Department of Missions and Cultural Relations issued new instructions under its letter No. 26629 on 28/8/2014, in which it transferred many of its powers to Iraqi universities regarding the transactions of scholarship students for the purpose of facilitating the procedures of the scholarship.

In addition to the above, the Missions Division performs the following tasks:

Circulating the books received from the Ministry to the faculties and the relevant authorities regarding scholarships
Communicate with colleges and scientific centers for everything related to their affiliates on scholarships abroad.
Communicate with the cultural attachés abroad to find out the academic position of the students on scholarships abroad.
Providing the relevant authorities with the statistics on the numbers of students on scholarships abroad from the university’s affiliates and the countries studying in it.
Follow up the transactions of scholarship students studying at the expense of the Higher Committee for the Development of Education in Iraq and the Martyrs Foundation.
